An international panel of legal experts have investigated Irish and British impunity, including the Sallins Case, in relation to serious human rights violations that occured during the 30-year period of the recent conflict in Ireland.
They concluded state impunity for human rights violators is widespread, systematic and systemic.
Impunity means the impossibility, de jure or de facto, of bringing the perpetrators of violations to account- whether in criminal. civil, administrative, or disciplinary proceedings- since they are not subject to any inquiry that might lead to their being accused, arrested, tried and, if found guilty, sentenced to approbriate penaltied, and to making reparations to their victims.
The panel behind the 200 page report, published in April 2024, are Dr. Brian Dooley; Dr. aoife Duffy; Ms Maria Jose Guembe; Mr. Kjell Erik Eriksen; Prof Ron Dudai.
The convener was Gisle of the Norwegian Center for Human Rights at the University of Oslo at the request of the Pat Finucane Centre (PFC) and Committee for the Administration of Justice (CAJ).
